Sounds about right. I guess his thinking is simple, the rapist is armed, so leave the victim unarmed because help is so much better when it is reactive rather than proactive.
Plus the whistle is a great idea! I mean seriously, I guess you can provide the rapist with some mood music while he violates people. Maybe they ought to supply the women on campus flutes instead of a whistle, after all they provide a much more pleasing sound.
