USA having troops in MidEast is counterproductive. Islamist WANT US troops to stay in MidEast. Gives Islamist great propaganda material, recruitment inspiration and enables them to claim victim [of war against Islam] status. Ideological war against Islam is needed. Not temporal war. POTUSes since at least Carter have ideologically surrendered to and materially aided Islamist.
